Political Cartoon

I think this cartoon is illustrating the effects of the war on terror. Its saying that when America goes to war we employee thousands of soldiers. This particular cartoon seems to give the idea that enlisting the army is "smarter" than getting a college degree because then you will have a career that is "more stable". This of course implies that we will always be at war.
